U.S. government forecasters are expecting an active Atlantic hurricane season. The National Oceanic and Atmospheric Administration forecast released Thursday calls for 10 to 16 named storms, with five to nine hurricanes. One to four hurricanes could be "major" with sustained winds of at least 111 mph (178 kph).

Tropical Storm Rina has formed in the middle of the Atlantic Ocean. The storm has winds at speeds of 40 mph which is moving north at 7 mph. It poses no threat to land as it moves away from the United States and is not expected to develop into a hurricane.

Forecasters say Ophelia has become the 10th hurricane of the 2017 Atlantic season, churning far out at sea and no threat to land.

Update on Hurricane Irma, Wednesday September 6

Harvey's floodwaters started dropping across much of the Houston area and the sun peeked through thinning clouds Wednesday in the first glimmer of hope in days for the besieged city. But the crisis was far from over, with the storm doubling back toward land and battering communities near the Texas-Louisiana line.

Texas cities are getting some help to keep focusing on reconstruction after Harvey brought floods and damaged homes across the region.

The Texas Department of Criminal Justice says about 1,400 inmates who were evacuated from Houston-area prisons affected by flooding are heading back to the lockups.
