Houston police say a man allegedly seen on Snapchat video fire shots near Cottage Grove Park on November 16 has been arrested.
Police arrested 22-year-old Edwin Alexander Ospino Soto on Wednesday afternoon after a tip to Crime Stoppers. Police say he will be charged with deadly conduct.
