Voting delayed on Harvey aid program

For a second consecutive week, the Houston City Council delayed voting on a housing aid program for Hurricane Harvey victims. The program requires that participants get permission from the city's housing and community development department if they leave their home for more than 90 days in a row.

Housing officials say that is to keep people from living elsewhere and renting out their homes for profit.
