Man's body found with head arms and legs missing

The black garbage bag was found underneath 290 at the line separating Waller and Washington counties.

It was found by two men going fishing in the Brazos River.

They noticed a foul odor sheriffs deputies say coming from the bag on the banks of the river.

Inside the bag a male torso with the head arms and legs missing.

That has authorities suspecting this could be the work of organized criminals or a drug cartel.

"We've had that discussion," said Waller County Sheriff Glenn Smith. "We are all familiar with drug cartels that have used this technique."

The sheriff believes the body had been there for at least a couple of days and those responsible wanted the bag to be found.

Investigators are trying to locate the missing parts of the victims body.

It could be quite some time before the murder victim is identified.
