Improving safety near alternative housing facilities
Houston City Council is looking to improve safety near halfway houses, boarding homes and homeless shelters.
Suspected serial killer Jose Rodriguez was in court on Monday on two capital murder charges and he faces a third count. He's accused of killing three people, critically injuring a Metro bus driver and committing a violent home invasion – all in the span of a week.
Rodriguez lived in an alternative housing facility that nearly two dozen other sex offenders call home. These facilities house parolees who have committed felony offenses and are serving the remainder of their sentences.
There are 120 of these facilities in the Houston area.
