A homeless man was searching for aluminum cans in a garbage bin on Thursday morning but instead found a plastic bag that contained the body of a baby. Homicide investigators learned about that man's discovery at around 10 a.m. Thursday after someone else contacted the Houston Police Department.

Police say the child was a newborn and still had the umbilical cord attached. Investigators are trying to determine how long the body was in the bin and seeking witnesses in the case. They are also trying to determine if any surveillance video is available related to the incident at the Cuney Homes apartment complex on Truxillo Street  near Burkett Street..

Abandonment of infants should never be an option, which is why the Baby Moses law allows people to leave a newborn child no older than 60 days of age at a fire station or a hospital without facing any criminal charges.
