A report card arrived this week assessing the academic performance of Houston ISD campuses for the 2022-23 school year. Of the district's 272 campuses, 113 received letter grades of either D or F, with HISD earning an overall mark of C. Sponsored by Houston Republican Paul Bettencourt, the statewide prohibition was triggered by Harris County's failed attempt at randomly selecting around 2,000 low income households to receive 18 months of no strings attached stipends totaling $9,000; a proposal ultimately blocked by the Texas Supreme Court.
