Charges have been filed against a suspect arrested in a fatal crash at 1801 South Voss Road about 6:05 p.m. on Monday.

The suspect, Julivan Do Tran, is charged with manslaughter in the 184th State District Court.

The identity of the female victim, 33, is pending verification by the Harris County Institute of Forensic Sciences.

HPD Vehicular Crimes Division Sergeant M. Warhol and Officer A. Mares reported:

The victim, operating a green Harley Davidson motorcycle, and suspect Tran, driving a gray Honda Accord, were involved in an earlier crash in which the victim left the scene and failed to stop and give information.  While Tran was waiting for police officers to arrive to take a report, she saw the victim on the motorcycle and the two had a conversation.  The victim then left the scene a second time.

Tran then got into her vehicle and began to chase after the motorcycle behind the business at the above address.  When the motorcyclist lost control going around a corner of the business, Tran failed to control the speed of her vehicle and struck the motorcycle.  Paramedics transported the motorcyclist to Memorial Hermann Hospital where she was pronounced deceased.

Tran was taken into custody and subsequently charged in the incident.

At about 6:00 p.m., patrol officers were dispatched to Voss and San Felipe on report of a major accident behind the Kroger store.

Upon arrival, they found a passenger car and a motorcycle had been involved in an accident. Both drivers were adult females. The motorcyclist was transported to the hospital and was pronounced deceased.

The motorcycle was involved in an accident with the vehicle near Westheimer and Voss. The motorcyclist fled the scene. The person that had been hit stayed there for the police. A few minutes later the motorcyclist drove back by. The motorist got in their car, started following the motorcycle.

The motorcycle went behind the Kroger. As they were going around behind the Kroger, the motorcyclist lost control, fell off the motorcycle and the original motorist that was following ran over the motorcyclist.

Vehicle crimes investigators are conducting a follow-up. DWI Task Force is making sure the person is not intoxicated.

HPD says that the driver of the vehicle is being charged with manslaughter.

A representative from the district attorney’s office is assisting with the investigation to see if there will be any charges.
