Police say Williams was upset with his girlfriend and found the four victims in a vehicle outside a home before he started shooting.
According to court records, one of the shooting victims told authorities that Williams and his girlfriend had gotten into an argument earlier that night, resulting in the suspect assaulting his girlfriend. The witness was not present during the alleged assault, but they reportedly saw "knots" and "bruising" on the girlfriend's head when the two victims came together the night of the shooting.
All four victims were reportedly in the vehicle for five minutes when Williams "ambushed" them and shot into the vehicle before walking away from the scene.
