Harris County Precinct 2 Commissioner Adrian Garcia discusses the $1 billion allocated for flood mitigation projects statewide of which the county and Houston were slated to receive none. Texas Land Commissioner George P. Bush later announced that he is requesting the U.S. Department of Housing and Urban Development for Harris County to receive a direct allocation of $750 million for mitigation efforts.
