Unelected appointee to run all Harris County departments

With little notice to voters or taxpayers - a seismic shift occurred today in the way Harris County will be governed in the future - on a three-to-two vote along partisan lines - the court has moved the day-to-day responsibility of running "all" county departments to an unelected appointee chosen by the party in charge.
