Can President Trump accept a $400 million gifted jet from Qatar? Some Democratic and Republican lawmakers are calling for an ethics investigation saying the luxury jet violates the constitution's emoluments clause that bans presidents from accepting gifts from foreign governments without congressional approval. President Trump says the jet is not going to him, that it's being given to the Defense Department and will save taxpayer dollars.
