And almost on cue, Lieutenant Governor Dan Patrick hammered SB two through the Texas Senate and halfway to Abbott's desk. The governor designated plenty of other priorities, not the least of which, using the state surplus to take another stab at lowering property taxes and wiping out loopholes, which allowed Harris, Montgomery and other counties to siphon off tax relief from the legislature.
