Who should pay for search & rescue missions?

The question of who foots the bill for rescue attempts is gaining attention again after the U.S. Coast Guard's lengthy search for the missing submersible that was set to tour the Titanic. At this point, U.S. taxpayers could foot a more than $1 million bill.
