Houston teen bond cut in half after allegedly paralyzing woman in jugging incident

Joseph Harrell was arrested after being accused of body slamming a Houston woman in a robbery and leaving her paralyzed. Prosecutors asked for $200,000 bond as he had just been released on a $100 bond in January, but the judge lowered it to $100,000 on Thursday.
