Texas universities propose tuition freeze in exchange for $1 billion

Public universities in Texas are hoping to get a piece of that $33 billion state budget surplus. Six universities, such as The University of Texas Systems and the Texas A&M University Systems, are hoping to get $1 billion. FOX's Steven Dial explains what the universities are asking in return.
