RICHMOND, Texas - Richmond police are investigating after receiving a civil rights violation complaint against one of their officers.
The officer pulled a woman over because her brake light was out and asked her to get out and turn around.
Dash cam video shows police officer, Bradley McNeal, shove 22-year-old Isaura Cecilia Moreno against the car, then throw her on the ground.
McNeal arrested her for assault on a peace officer, resisting arrest, and interfering with public duties. Charges against Moreno were later dismissed.
Richmond police are asking Texas Rangers to conduct an independent investigation.
The traffic stop happened January 31.
The officer has been placed on administrative leave until the investigation is complete.
He's been with the department since June 2017.
