HOUSTON (FOX 26) - Since his early release in 2016, 63-year-old Paul Ramirez has been busy violating his parole.
"He had not one, not two, but three parole warrants issued for his arrest," said Andy Kahan with Crime Stoppers.
But instead of sending him back to prison, the parole board opted to send him to a parole violator facility for 60 days.
On Saturday, Ramirez allegedly beat his common law wife Charlene Cadwell to death with a baseball bat.
At the time he was supposed to be wearing this electronic monitoring device.
"She took her last breath in front of my window. That was heartbreaking," said Cadwell's landlord.
"She was heaven sent, a beautiful person," she said.
The Texas Department of Criminal Justice tells us a warrant was issued for Ramirez's arrest for removing the monitoring device. A spokesman says that warrant was entered in the computer. That's apparently all that happened.
"Whether anybody even knew he was wanted, that's the question that begs to be answered," said Kahan.
The landlord says Cadwell called both HPD and Precinct 6 on Saturday asking for Ramirez to be removed from the house.
"We did tell them ahead of time he has a blue warrant so that should be a reason for you to pick him up," the landlord said. "Both said he had no warrant."
We reached out to HPD and Precinct 6 for comment. We have yet to hear back.
Ramirez is the third parolee to ditch a monitoring device and then go on to allegedly commit murder in less than four months time.
TDCJ hasn't even bothered to get his electronic monitoring device back.
It's been four days since the murder and the landlord showed it to us and said no one has even asked her about it.
