Tropical Storm Arthur formed off the coast of Texas on Wednesday, bringing heavy rain and strong winds to parts of Southeast Texas.

In its wake, the flood watch for the area has been dropped. Tropical Storm Arthur is expected to continue into Louisiana and dissipate today or early Thursday.
