UK banning American XL Bully Dog

After a series of dog attacks, including two deaths, the UK government is banning the American XL Bully Dog. We've actually seen this battle over pit bulls before -- it's called breed specific legislation. The question is, are there dangerous breeds or are there just irresponsible dog owners?
