Sandra Bland's family reaches $1.9M settlement in wrongful death lawsuit

What was suppose to be a confidential settlement between Sandra Bland's family, the state of Texas and Waller County is now public.
There has been a settlement in the death of the Chicago native who died in the Waller County jail.
Attorneys for the Sandra Bland family say the settlement has been reached in their civil suit.
The Texas Department of Public Safety and the Waller County jail have agreed to pay $1.9 million. They have also agreed to make changes to protocol.
Bland was found hanging in her jail cell three days after an arrest last July. The 28-year-old was pulled over for an improper lane change on July 10, 2015. Dash cam video showed a struggle between the officer and Bland.

The medical examiner ruled her death a suicide, but her family maintained that Bland would not have taken her life.

Now that the civil case has concluded, Former state trooper Brian Encinia, who pulled Bland over, is still facing a criminal case related to Bland's death.
She was arrested after an altercation during that traffic stop.
FOX 26 first broke the story on Isiah Factor last year.
