In the wake of unprecedented destruction Judge Ed Emmett has announced Harris County’s intention to buy-back a staggering number of homes subject to chronic flood risk. The numbers are head spinning – between $800 million and $3.3 billion. Emmett says it makes no sense to allow homes to be re-occupied when there’s a likelihood they will flood again.
Homeowners targeted for buy-outs will be largely on the west side near reservoirs and along Buffalo Bayou. Flood battered Meyerland will be mostly left out of the program because the County is confidant the Braes project will provide adequate protection upon completion.
