Fletcher wins against Moser, will face Culberson in general election

Lizzie Pannill Fletcher has won the Democratic runoff in the race for U.S. House District 7 against Laura Moser.

In one of the most-watched races, Moser lost the runoff for Congress to Fletcher, a former Planned Parenthood board member. Her defeat was a relief to national Democrats who saw Moser's liberal campaign as an unelectable drag on their chances of retaking control of the House. 

The Democratic Congressional Campaign Committee had slammed Moser, accusing her of expressing "outright disgust for life in Texas" because of something she wrote years ago.

Fletcher was endorsed by the influential women's group Emily's List.

Culberson has been in Congress since 2001, but Hillary Clinton beat Donald Trump in the district in 2016, suggesting that he may be vulnerable in November's general election.

The Associated Press declared Fletcher the winner at 10:14 p.m. Tuesday.
