Two Houstonians ticketed for sitting, setting belongings on sidewalk

Two Houstonians went before a judge today for sitting on the sidewalk.

Misty Howard and Curtis Owens fell on hard times and then got hit by Hurricane Harvey. They became one of the thousands of homeless living on the street with no place to go.

Now they've received four citations, totaling over $1,000 for sitting and setting their belongings down on the sidewalk.

A civil rights attorney is now calling out the city for its six anti-homeless behavior laws. Lawsuits have been brought against the city challenging some of those ordinances.

Misty Howard and Curtis Owens are on the Factor along with Randall Kallinen to talk about the lawsuits.
