The scammers have arrived in Houston and they're targeting to specific communities for legal services.
They're called notarios, individuals who have the ability to handle legal issues in other countries but not here in America. Many are not licensed or certified in any form here in Houston, but they're preying on those who may face a language barrier. In America, they're hired to handle immigration issues, file taxes, and other work related to legal issues. But those with Lone Star Legal Aid say the scammers steal tax refunds and in some instances they end up doing more harm than good.
On the Factor to talk about this is former Harris County sheriff Adrian Garcia and former city councilman and immigration attorney Gordon Quan.
