HOUSTON (FOX 26) - A man is charged with cruelty to animals, a felony offense, after prosecutors say he allegedly wrapped duct tape around the eyes and mouth of a dog and beat him with a crow bar, according to a statement from Harris County District Attorney’s Office.
Dwain Ray Riley, 58, is accused of tying a dog named Mud to the wheel of a van parked in the garage, then covering the pet’s head in tape and attacking him repeatedly.
"These allegations are horrific,” said Jessica Milligan, head of the Animal Cruelty Unit at the Harris County District Attorney’s Office. “He viciously beat a dog that had been rendered entirely defenseless.”
Houston Police Department arrested Riley, who faces a maximum of two years in state jail if convicted of cruelty to animals. He was scheduled to be arraigned on Wednesday in the 338th District Court.
