Supporters, protesters gather near rally site

Supporters of the President are lined up outside the Phoenix Convention Center, in advance of the rally. The supporters began gathering before dawn Tuesday, and many in the crowd wore Trump pins, "Make America Great Again" hats, and shirts bearing images of the Statue of Liberty,.

The crowd gathered just a block away from where opponents of the President outlined their plans to peaceably protest his policies on the environment, immigration, the border wall and what some called "an assault on civil rights."

No pardon for Arpaio, despite speculation

Some have speculated that President Trump will use the downtown rally to announce a pardon for former Maricopa County Sheriff Joe Arpaio.

Arpaio was convicted of criminal contempt for disregarding an Arizona judge’s order in 2011 to stop his anti-immigrant traffic patrols, and Trump has previously told Fox News he is "seriously considering" a pardon for the controversial sheriff, who was voted out of office in 2016.

On Tuesday, however, White House Press Secretary Sarah Huckabee Sanders told reporters on Air Force One that there would be no discussion of a pardon, and no action taken on that front at any point on Tuesday.
