Pool service company customers say they got little or nothing for their money

Annette Titlow has had a lot to deal with.

"My husband has Stage 4 bladder cancer and was in and out of the hospital," Titlow said.

Titlow needed to get her pool worked on. She says she found 50 Shades of Blue on social media.

She says she first paid company owner Jesse Harbin $600 for a chemical treatment then another $1,500 for a new filtration system she says Harbin told her she needed. She says she never got the new filtration system, just a bunch of excuses.

"He got bit by a snake, he had his truck break down, it broke down again, someone in his family died," Titlow said.

Harbin told us he doesn't ignore customers, stays in constant contact with them and has never done a customer wrong.

While we were interviewing Titlow,  we called Harbin who told her and us he would refund her money in seven days.

Titlow is far from being Harbin's only unhappy customer.

"Some of them almost the exact same situation," said Titlow.

Jim Parker says he gave Harbin $1,500 for a new filtration system Harbin said he needed.

After weeks went by and he had nothing to show for the money, Parker says he told Harbin he wanted his money back.

"He has finally stopped talking to me at all. He's not answering my phone calls. He just refuses to communicate with me," Parker said.

Over the phone, Harbin assured Parker and us he would return the money.

86-year-old Bill Hales says he paid Harbin over $2,000 last April to repair his pool and he's done nothing in return.

"I asked him to give me my money back," Hales said.

Once again, Harbin assured us and his elderly customer he would return the money.
