Brother, sister wanted for kidnapping, assaulting witness in court case

Deputies are searching for a brother and sister accused of kidnapping and brutally attacking a middle-aged woman, dumping her in a driveway and then going on the run.

The kidnapping was reported on Thursday sometime before 12:30 p.m. on Ella Boulevard in northwest Houston.

Harris County Precinct 4 Constable Mark Herman says the victim was taken to a hospital in critical condition after she was kidnapped from her own apartment at Pecan Square Village.

Constable Herman says he believes this was an act of retaliation against a witness in a court case.

“Our victim in this case came home,” describes Constable Herman. “She discovered a male and female had made forced entry into her house and was basically burglarizing it.”

Constable Herman says those burglary suspects, Latoya Phillips and her brother Denzel Carr, then pointed a gun at their victim and ordered her to get in their car. He adds that they assaulted and intimidated their victim while driving through the Houston area for more than three hours.

The woman was then dumped in the driveway of a FedEx Ground facility in west Houston, according to a security officer who witnessed it.

“She was basically beat about the face,” says Constable Herman. “She was pistol whipped, the back of the head. She had some pretty severe injuries.”

Constable Herman says Phillips is a suspect in a previous aggravated robbery case at the same apartment complex, so she kidnapped the witness who was scheduled to testify against her.

“Basically, while they were riding around, intimidating her to get her to withdraw her witness statement against this individual,” says Constable Herman.

Neighbors say Phillips used to live in the same complex as her victim and that she was known as “T-Baby.”

James Roberts says he was shocked to see law enforcement officers are searching for his former roommate.

“I would have never thought in a million years that she would do something like this,” says Roberts. “Kidnap someone and beat them up. Wow! That just goes to show people don’t think before they do their actions.”

Latoya Phillips and Denzel Carr are wanted for aggravated kidnapping and aggravated assault with a deadly weapon. Constable Herman says the duo is very dangerous. If you see them, contact law enforcement.
